Groundbreaking of 500/230kV Ring Power Transmission Project in Vientiane

    Apr. 19, Friday, Vientiane - the groundbreaking ceremony of the 500/230kV Ring Power Transmission Project was held, marking important achievements of the cooperation between China and Laos in power and energy. The EPC-mode project will contribute to the “Belt and Road” construction, benefit the Lao people and promote the global sharing of China's power technology.

 


    In the ceremony participated Mr. Khammany Inthelath, Minister of Lao Energy and Minerals, Mr. Boun Oum Sevunhpheng, Chairman of EDL, Mr, Yujun, GM of CET, Mr. Zhong Shujun, Chief Representative of CDB Vientiane Office, Mr. Zhang Bing, Deputy GM of CET, and other more than 100 people representing the Lao government, owner, engineer, constructor, supervisor and others.
    Mr. Khammany Inthelath spoke highly of the cooperation between China and Laos in the field of energy and power at the ceremony, and said that the Lao government will strongly support the construction and implementation of the project and attach great importance to the development of the power sector. In 2018, the power industry had a growth rate of 9.22%, accounting for 12% of Laos' GDP economy. Electric power has become an important factor in Laos' economic development. Laos has attached great importance to the implementation of the project, provided supports and coordination for its construction, and will work for its commercial operation on schedule.
    Mr. Boun Oum Sevunhpheng pointed out that the project is a key in Laos’ infrastructure, its construction indicated the friendly cooperation between enterprises of the two countries and it can help the central power grid meet the needs of power supply and reliability in Vientiane, and Laos will provide necessary supports for the construction of the project and promote its operation on schedule.
    Mr. Yu Jun expressed that in the 10th anniversary of the establishment of a comprehensive strategic partnership between China and Laos, the project is an important practice for CET to promote equipment trading and capital financing and jointly create development opportunities with Laos within the international cooperation framework of the “Belt and Road” construction. The project will effectively serve the development of Laos' domestic power industry, promote the development and utilization of hydropower resources, enhance the grid structure and power supply reliability, increase the local employment and taxation, and serve Laos' sustainable economic and social development. CET attaches great importance to the project and will strengthen project management, coordinate the efforts of all parties and promote the high-quality performance of the project according to the objectives of “safety and reliability, advanced technology, green and environmental protection, and international first-class”. New motivation will be inspired to expand cooperation in the power field, and a top-quality project will be handed over to the Lao government and people.
    SGCC has outstanding power grid technology and construction and management capabilities, so it has won Laos’ trust and support. The EPC contract for the 500/230kV Ring Power Transmission Project was signed in Dec. 2015, and the heads of China and Laos witnessed the signing of loan agreement for the project on Nov. 14, 2017. The project, including 500 kV and 230 kV systems, is financed by China Development Bank and is scheduled to be put into service in April 2022. The project will help the interconnection of the northern, central and southern power grids in Laos, strengthen the central power grid, and meet the needs of central power supply to Vientiane City and Thailand.
